Troublemakers

Unlike the lawbreakers troublemakers cause less harm to people and society. As a rule they have no codes of laws and they have no criminal rules to follow. The troublemakers also never teams and they have no team spirit in most cases. As a rule they are teenagers who want to express their protest against something. Though, those protests usually end without any serious consequences.
There is no way for troublemaker to be punished in some serious way. As a rule they perform illegal actions though those actions run counter the administrative legislation. Those are people who disturb sleep of their neighbors with their night parties, people who smoke at places it is not allowed to smoke at. As you can see, there is no big deal in breaches troublemakers perform.
It is common for troublemaker to be sentenced to penitentiary works like cleaning up streets, painting houses and so on and so forth. They rare get back to their illegal activity as they are not criminals, they are people who made mistake and realized it. Among the troublemakers there are students who express their protests against deforestation, killing animals etc.
There is no serious danger a troublemaker may cause for people, government or society. They always have some motivations for their action. Sure, those motivations are not always of protective nature, though there are those. As a rule, it is enough for troublemaker to be punished once and he or she will never act in the illegal way again. Though, things are different with lawbreakers.
